Mobile data for traveling in Bhutan
If all you need is mobile data and not voice, its better to get a local sim card from either Bhutan Telecom or Tashicell. The sim cards are approximately US$ 3 and you get preloaded with that amount of voice and data credits. Data usage charges are quite reasonable. On the other hand if you need to be available on your own number, then I guess there's no other choice than to pay the roaming charges.
