Foods in Bhutan

I am visiting Bhutan (Thimphu, Paro, Punakha, Phobjikha, and Haa) next week. Though I have managed to book rooms in advance, I am not planning to have meals at the hotels where I am going to be staying as they are quoting very high rates for buffet breakfast/lunch/dinner.

Any advise on where I can find food locally in these places (not touristy) will be most helpful

Me and my husband visited Bhutan this April and visited the places you mentioned except phobjikha. Besides Haa, there are plenty of restaurants and eateries. We only had our breakfasts at the hotels we stayed in and ate outside the rest of the day. The prices did not seem overly expensive. Try going to places where the locals eat. We enjoyed ema datshi and the momos. If you prefer Indian cuisine, I recommend Tandin hotel in Thimphu.
I just return from Bhutan few days ago. I would suggest you skip the buffet food and instead order what you like. Prices depends on the place you eat. Like Soumya said, you should really try the ema datsi (warning, very spicy though), its chilli and cheese and is supposed to be Bhutan's favorite food. I also ate at hotel tandin, the food was good, you get veg/non-veg Indian food there. I had chappatis and chicken curry with daal.
Forgot to add, Rs. 300-400 will get you a good meal at most restaurants/eateries.
